Top 5 GovCon Stories | November 2, 2026 – November 8
1. GAO upholds security-clearance requirements at proposal submission
October 30 | GAO
In Sawdey Solution Services, Inc., GAO rejected a challenge to an Air Force solicitation requiring offerors to hold a TOP SECRET facility clearance with SECRET safeguarding capability when submitting proposals. GAO found the requirements reasonably related to the agency’s immediate classified-performance needs. A cleared subcontractor did not cure the prime contractor’s deficiency.
Our take: Clearance and safeguarding requirements can be bid-eligibility gates—not matters that can necessarily be resolved during transition. Contractors should assess the prime’s qualifications early rather than assume a teaming arrangement will suffice.

The decision is dated October 22; GAO’s recent-decisions listing identifies its public release on October 30.
2. Pressure builds for rules governing AI-assisted proposal evaluations
October 27 | Federal News Network
Industry and legal experts urged the FAR Council to establish standards for agencies’ use of AI in source selections, including disclosure, human verification, and documentation. The reporting follows litigation involving AI-generated Army proposal evaluations.
Our take: Contractors should scrutinize evaluation explanations for factual errors, unsupported conclusions, and inconsistencies with their proposals. If AI-assisted evaluations are involved, maintaining a clear record of evaluation concerns may be particularly important in a protest. Calls for additional standards are not adopted FAR requirements.

3. DHS transitions its procurement-forecast system
October 28; updated October 29 | FedScoop
DHS announced that its Acquisition Planning Forecast System would stop accepting new forecasts October 30 as the department transitions to its replacement, 4SITE. According to DHS officials quoted in the report, forecasts would be unavailable during migration, with vendors directed to DHS’s forecast landing page beginning November 5.
Our take: DHS contractors and capture teams should update their monitoring processes, bookmark the replacement forecast page, and verify access once the new system becomes available. A temporary gap in forecast visibility should not be mistaken for cancellation of an opportunity.

4. CISA releases its 2030 cybersecurity strategy
October 26 | CISA
CISA’s new “Defend, Harden, Prevail” strategy emphasizes proactive cyber defense, protection of high-consequence infrastructure, operational technology security, software security, and national resilience. The agency plans a review of core services within 60 days and an implementation plan within 180 days.
Our take: Cybersecurity and infrastructure technology providers should monitor the agency’s upcoming 60-day review and 180-day implementation plan for indications of future procurement priorities. The strategy establishes agency direction but does not itself impose a new contractor certification or contractual requirement.

5. GSA expands consumption-based pricing for Claude
October 27 | GSA
GSA expanded its OneGov agreement with Anthropic to provide a 40% discount on token-based usage across Claude models available to government, without minimum purchases. GSA identifies direct purchases, resellers, and major cloud platforms as available ordering paths.
Our take: AI resellers and integrators should reassess pricing assumptions, purchasing channels, and potential opportunities under the expanded agreement. The discounted pricing does not eliminate separate requirements concerning authorized deployment environments, government data handling, or agency-specific restrictions.
